Get Italian Ice at Rita's or Hawaiian Ice at Tiki Taco.

Take the metro to Virginia (gasp) and go window shopping at Tysons Corner or Pentagon City
Can't get a timed pass anywhere? The National Gallery of Art & National Building Museum has tons of passes! Philipps Collection has walk-in passes each hour & Planet Word every half hour.
Enjoy indoor golf at Swingers -- it is very much worth the price IMO! Try their frozen margarita!
Take the MARC Train from Union Station to the National Aquarium in Baltimore. (Tip: discount on Friday nights)
